House Passes Spending Bill; Amendment To Block Removal Of Needle Exchange Funding Ban Defeated
The House on Friday passed a $730.5 billion bill (HR 3293) "to fund health, education and labor programs in fiscal 2010 after narrowly defeating an attempt to strip language that would lift the ban on federal needle exchange programs," in the U.S., CQ Today reports (Wolfe, 7/24). Lawmakers voted 211-218 to reject an amendment by Mark Souder (R-Ind.) that sought to keep the ban in place, the AP/Lewiston Sun Journal reports (Taylor, 7/25). The bill that passed includes a restriction against using federal funds for needle exchanges within 1,000 feet of day care centers, schools, parks, playgrounds, pools and youth centers, the Washington Post reports.

Obama Highlights U.S. Commitment To Reducing Maternal Mortality, HIV/AIDS In Address To Africa
In a speech before the Ghanaian Parliament, President Obama on Saturday reiterated U.S. support for public health programs that will reduce maternal mortality and the spread of HIV/AIDS in Africa, the New York Times reports. The speech, which was televised across the continent, focused on international relations with Africa and empowering African nations to address problems (Baker, New York Times, 7/12).In a portion of the speech about strengthening public health, Obama said that there has been "enormous progress ... in parts of Africa" in recent years. He continued, "Far more people are living productively with HIV/AIDS, and getting the drugs they need. But too many still die from diseases that shouldn"t kill them." He added, "When children are being killed because of a mosquito bite, and mothers are dying in childbirth, then we know that more progress must be made." Obama said that "incentives often provided by donor nations" often compel doctors and nurses to "go overseas, or work for programs that focus on a single disease," which "creates gaps in primary care and basic prevention." He also said that Africans must "make responsible choices that prevent the spread of disease, while promoting public health in their communities and countries."Obama noted that the U.S. has committed $63 billion "to meet these challenges." He added that the U.S. will not "confront illnesses in isolation" but instead "invest in public health systems that promote wellness and focus on the health of mothers and children" (AP/USA Today, 7/11). Obama also visited a women"s clinic to highlight U.S-backed programs to fight infant and maternal mortality (New York Times, 7/12).

British Dental Association Launches Good Practice Scheme For Scotland

The BDA is pleased to announce the expansion of its highly successful Good Practice Scheme (GPS) with the launch of the Good Practice Scheme Scotland (GPS Scotland) at this year"s British Dental Conference and Exhibition in Glasgow. This dedicated Scottish version incorporates standards criteria specific to Scottish practices. As with the original GPS, GPS Scotland provides both dentists and patients alike with a clear standard of practice, complementing the NHS Quality Improvement Standards which apply to all practices. The Scheme also integrates new requirements in oral health assessment, decontamination, and sedation and emergency dental care, as well as links to further guidance. The new Scheme gives patients in Scotland reassurance that the entire practice team is compliant with a high standard of care and sound clinical governance. Successful completion of the Scheme enables members to enjoy improved communication, teamwork and practice, and patients can rely upon up-to-date knowledge of the legal and ethical requirements necessary to achieve the Scheme"s assurance of quality. On launching GPS Scotland, BDA Executive Board chair Susie Sanderson, said: "The expansion of the Good Practice Scheme with this new Scottish version builds upon the success and reputation of the Scheme since it began in 2001. GPS Scotland demonstrates the profession"s commitment to high standards of care and provides a Scotland-specific benchmark for quality assurance in dental practice." Becoming a GPS Scotland practice begins with completion and validation by assessors of achievement of the standard, leading to recognition as a BDA Good Practice. Membership renewal involves re-assessment every three years. A regional administrator supports and guides those going through the application process, helping them to comply with the requirements.
